Emergency Services


Emergency services include the provision of food assistance, rent / mortgage assistance, and utility assistance, to alleviate hunger and prevent the threat of homelessness and displacement, and/or utility shut off.  These programs include the following:

Food Assistance Program

Emergency Food Voucher Program:  Food supplements are administered based on a voucher system.  Low-income families or individuals can receive a food voucher designated for groceries.  The amount of the voucher is dependent upon the number of individuals in the household.  The voucher can be redeemed at designated local businesses that are selected based on their geographic location (all three are in Wayne County), the type of food line items (all grocers must carry the four basic food groups, which includes dairy, fruits/vegetables, flour/grains and meat/poultry).  Assistance is based on availability of funds.

Criteria and Documentation 

  • Must be a resident of Wayne County
  • Michigan I.D. or Driver's License for all adults in household
  • Social Security cards for everyone in household
  • Proof of Income: Monthly income for past 30 days
  • Birth certificates for all minors in household

Emergency Rent/Mortgage Program

The Emergency Rent/Mortgage program is designed to prevent the threat of homelessness for individuals and or families who are at risk by assisting them with either rent or mortgage payments and/or temporary shelter assistance. Assistance is based on availability of funds.

Criteria and required documentation: 
  • Geographical restriction: Wayne County Resident unless City of Dearborn HUD funds will be applied
  • 30 Day Eviction Notice, Summons or Judgment (Renters)
  • Mortgage foreclosure letter (Home-owners)
  • Rental Agreement (If request for assistance is for first month's rent)
  • Michigan I.D. or Driver's License for applicant and all other adults in household
  • Social Security cards for everyone in household
  • State Emergency Relief Decision Notice from Department of Human Services (DHS welfare office); must be signed, and dated;denial must be within 30 days, valid at the time of appointment with ACCESS
  • Proof of Income: monthly income for entire household; income must exceed monthly rent or mortgage payment by at least 25%. Examples of proof of income include check stubs for the past 30 days, welfare budget letter, social security and/or SSI budget letter, unemployment benefits statements, etc. 
  • Landlord Statement (supplied by ACCESS)  to by completed by landlord
  • Birth certificates for all minors in household 
  • Statement of Need - written and signed by client, the statment must thoroughly explain client's situation
  • Payment Responsibility - If shelter obligation exceeds our funding guidelines limits (differs for each program), client is responsible for the remaining balance and must show proof in the form of a cashier's check or money order made out to the property owner or mortgage company.

Utility Assistance

This program provides energy utility assistance funds to help prevent service shut-off or restore utility services for eligible clients.  Assistance is based on availability of funds.

Criteria and Required Documentations

  • Residency - Must be a resident of Wayne County
  • Shut-off notice from utility company
  • Picture Identification: Michigan I.D. or Driver's License for all adults in household
  • Social Security cards for everyone in household
  • State Emergency Relief Decision Notice from Department of Human Services (DHS welfare office); must be signed and dated; denial must be within 30 days valid at the time of appointment with ACCESS
  • Proof of Income: checks stubs for the past 30 days, welfare budget letter, social security and/or SSI budget letter, unemployment benefits statements, etc. 
  • Birth certificates for all minors in household
  • Statement of Need - written and signed by client, the statement must thoroughly explain the client's situation
  • Payment responsibility: If utility obligation exceeds our funding guidelines limit, client is responsible for the remaining balance.  Client must have the remaining balance and must show proof in the form of cashier's check or money order made payable to the utility company.  Funding sources limitation is one month’s serve within the past six months.
